I. Eligibility Criteria:

Foreigners who have continuously worked in the Lingang New Area of the Shanghai Free Trade Zone for three years, have resided in China for no less than six months each year, have an annual salary income of no less than four times the average wage of urban employees in the region in the previous year, have paid personal income tax up to the required standard, and comply with Chinese laws, are in good health, and have no criminal records, can apply for permanent residence in China with the recommendation of their current employer.
已连续在上海自贸区临港新片区工作满3年，每年在中国境内实际居住累计不少于6个月，3年内每年工资性年收入不低于上一年度所在地区城镇在岗职工平均工资的4倍，年缴纳个人所得税达到规定标准，并且遵守中国法律、身体健康、无犯罪记录的外国人，经现工作单位推荐可以申请办理外国人永久居留。
The foreign spouses and unmarried children under the age of 18 of the above-mentioned personnel, who comply with Chinese laws, are in good health, and have no criminal records, may also apply for permanent residence in China together with the main applicant.
上述人员的外籍配偶及未满18周岁未婚子女遵守中国法律、身体健康、无犯罪记录的，可随同申请办理外国人永久居留。
II. Required Documents:

1.Employment Personnel (Primary Applicant) Need to Submit the Following Documents:
1. 就业人员（主申请人）需提交下列材料：
(1) A fully completed Application Form for Permanent Residence in China for Foreigners, along with two 2-inch recent identification photos (please refer to the notes for details).
(1)填写完整的《外国人在中国永久居留申请表》，2寸近期证件照2张（详见注意事项）。
(2) The original and two copies of a valid passport and the work residence permit obtained for continuous employment in the Lingang New Area of the Shanghai Free Trade Zone over the past three years.
(2)有效护照和申请之日前连续3年在上海自贸区临港新片区工作办理的工作类居留证件原件及2份复印件。
(3) The original and one copy of a salary certificate issued by the employer for the past three years.
(3) 工作单位出具的最近3年工资证明原件及1份复印件。
(4) The original and one copy of a tax payment certificate issued by the Shanghai tax authorities for the past three years.
(4) 上海税务机关出具的申请之日前连续3年缴纳个人所得税的完税证明原件及1份复印件。
(5) The original and two copies of a valid Foreigner's Work Permit obtained in Shanghai.
(5) 在上海办理的有效《外国人工作许可证》原件及2份复印件。
(6) The original and one copy of a recommendation letter issued by the current employer.
(6) 现工作单位出具的推荐函原件及1份复印件。
(7) The original and two copies of the employer's Business License副本 or relevant registration certificate and the online annual report for the past three years.
(7)工作单位《企业营业执照》副本或有关登记证明及近3年网上年度报告，并提交2份复印件。
(8) The original and one copy of a health certificate issued by domestic entry-exit inspection and quarantine departments (or a health certificate issued by a foreign medical institution and certified by a Chinese embassy or consulate abroad). The health certificate is valid for six months from the date of issuance.
(8) 国内出入境检验检疫部门出具的健康证明（或经中国驻外使领馆认证的外国医疗机构签发的健康证明）原件及1份复印件。健康证明自出具之日起6个月内有效。
(9) The original and one copy of a criminal record certificate from abroad certified by a Chinese embassy or consulate. The certificate should be issued by a national-level authority, clearly stating the result of the criminal record check for the applicant; the name on the certificate must match the name on the valid passport; if the applicant has changed their name, the previous name should be noted on the certificate; if the applicant has resided continuously for more than two years in a country or region other than their passport-issuing country after turning 18, a criminal record certificate for that country or region is also required. The criminal record certificate is valid for six months from the date of issuance (if the certificate specifies a validity period of less than six months, the specified period shall apply).
(9) 经中国驻外使（领）馆认证的国外无犯罪记录证明原件及1份复印件。该证明应当由国家级主管部门出具，证明内容应明确对申请人犯罪记录的核实结果；证明上的姓名须与所持有效护照上的姓名一致；申请人如变更过姓名的，须在该证明上注明曾用名；申请人如满18周岁后在护照所属国以外的国家或地区连续居留2年以上的，还需提供在该国家或地区无犯罪记录证明。无犯罪记录证明自出具之日起6个月内有效（证明上注明的时效小于6个月的，按注明的时效计算）。
(10) The original and one copy of a criminal record certificate in China (covering all passport numbers used by the applicant during their stay in China).
(10)在中国无犯罪记录证明原件及1份复印件（需涵盖申请人在中国境内居留期间所使用过的所有护照号码）。
2.Foreign Spouses Need to Submit the Following Documents:
2. 外籍配偶需提交下列材料：
(1) A fully completed Application Form for Permanent Residence in China for Foreigners, along with two 2-inch recent identification photos (please refer to the notes for details).
(1) 填写完整的《外国人在中国永久居留申请表》，2寸近期证件照2张（详见注意事项）。
(2) The original and two copies of a valid passport and visa (or residence permit).
(2) 有效护照及签证（或居留证件）原件及2份复印件。
(3) The original and two copies of a marriage certificate. If issued abroad, it must be certified by a Chinese embassy or consulate, and the certification is valid for six months from the date of issuance. Additionally, copies of the identification documents used during the marriage registration should be provided.
(3) 婚姻关系证明原件及2份复印件。国外出具的，须经中国驻外使（领）馆认证，该认证自出具之日起6个月内有效。另需提交结婚登记时使用的身份证件复印件2份。
(4) The original and one copy of a health certificate issued by domestic entry-exit inspection and quarantine departments (or a health certificate issued by a foreign medical institution and certified by a Chinese embassy or consulate abroad). The health certificate is valid for six months from the date of issuance.
(4) 国内出入境检验检疫部门出具的健康证明（或经中国驻外使领馆认证的外国医疗机构签发的健康证明）原件及1份复印件。健康证明自出具之日起6个月内有效。
(5) The original and one copy of a criminal record certificate from abroad certified by a Chinese embassy or consulate. The certificate should be issued by a national-level authority, clearly stating the result of the criminal record check for the applicant; the name on the certificate must match the name on the valid passport; if the applicant has changed their name, the previous name should be noted on the certificate; if the applicant has resided continuously for more than two years in a country or region other than their passport-issuing country after turning 18, a criminal record certificate for that country or region is also required. The criminal record certificate is valid for six months from the date of issuance (if the certificate specifies a validity period of less than six months, the specified period shall apply).
(5) 经中国驻外使（领）馆认证的国外无犯罪记录证明原件及1份复印件。该证明应当由国家级主管部门出具，证明内容应明确对申请人犯罪记录的核实结果；证明上的姓名须与所持有效护照上的姓名一致；申请人如变更过姓名的，须在该证明上注明曾用名；申请人如满18周岁后在护照所属国以外的国家或地区连续居留2年以上的，还需提供在该国家或地区无犯罪记录证明。无犯罪记录证明自出具之日起6个月内有效（证明上注明的时效小于6个月的，按注明的时效计算）。
(6) The original and one copy of a criminal record certificate in China (covering all passport numbers used by the applicant during their stay in China).

3.Foreign Children Under the Age of 18 Need to Submit the Following Documents:
3. 未满18周岁外籍子女需提交以下材料：
(1) A fully completed Application Form for Permanent Residence in China for Foreigners, along with two 2-inch recent identification photos (please refer to the notes for details).
(1) 填写完整的《外国人在中国永久居留申请表》，2寸近期证件照2张（详见注意事项）。
(2) The original and two copies of a valid passport and visa (or residence permit).
(2) 有效护照及签证（或居留证件）原件及2份复印件。
(3) The original and two copies of a birth certificate (or proof of parent-child relationship, adoption certificate). If issued abroad, it must be certified by a Chinese embassy or consulate.
(3) 出生证明（或亲子关系证明、收养证明）原件及2份复印件。国外出具的，须经中国驻外使（领）馆认证。
(4) The original and two copies of the parents' identification documents.
(4) 父母双方的身份证件原件及2份复印件。
(5) The original and two copies of the parents' marriage certificate (if the parents are divorced, a document proving that the primary applicant has sole custody of the child, such as a court judgment, should be provided). If issued abroad, it must be certified by a Chinese embassy or consulate.
(5) 父母的结婚证明原件及2份复印件（如父母离异的，应出具主申请人对该子女具有唯一监护责任的证明，如法院裁决书等）。国外出具的，须经中国驻外使（领）馆认证。
(6) If one or both parents of the child were Chinese citizens at the time of the child's birth, nationality determination procedures must be completed first.
(6)子女出生时父母双方或一方为中国籍的，须先办理国籍认定手续。
★ Notes
★ 注意事项
(1) Applicants who are 18 years old or above must apply in person. Children under 18 years old must be accompanied by both parents (in case of divorce, the parent with sole custody responsibility may apply).
(1) 年满18周岁的申请人需本人前来办理。18周岁以下子女需父母双方一同前来办理(父母离异的可由对申请人具有唯一监护责任关系的一方办理)。
(2) Applicants should have their electronic passport photos taken at the social service photo studio within the entry-exit office. In addition, two 2-inch recent identification photos are required. The photos should be front-facing, without a hat, with a white background, in color, measuring 48mm×33mm, with a face width of no less than 18mm±1mm, a distance of 1.5mm to 2.5mm from the top of the hair to the top of the photo, and the lower part of the photo should show the complete collar tip or clavicle.
(2) 申请人本人应当在出入境办证点内的社会服务照相点采集电子证件照。此外，还需提供2张2寸近期证件照，证件照应为正面免冠白色背景彩照，尺寸48mm×33mm，人像脸部宽度大于等于18mm±1mm，头顶发迹距照片上沿1.5mm～2.5mm,人像下方以露出完整的衬衣领尖或锁骨为宜。
(3) The applicant's annual salary income and personal income tax paid in the past three years must meet the required standards, and all relevant conditions such as the workplace and duration of stay must be met.
(3) 申请人申请时及申请之日前连续3年内工资性年收入和年缴纳个人所得税均不得低于规定标准，并同时具备工作地点、居留期限等各相关条件。
(4) If the applicant has changed their nationality, proof of obtaining foreign nationality must be provided. If the applicant previously held Chinese nationality, former mainland residents must provide their original Chinese private passport and proof of foreign settlement (for those who obtained foreign nationality with a public passport, procedures for renouncing Chinese nationality must be completed first); former Taiwan residents must provide proof of cancellation of Taiwan household registration; former Hong Kong and Macao residents must provide proof of no longer holding Hong Kong and Macao resident identity. When necessary, proof issued abroad must be certified by a Chinese embassy or consulate.
(4) 申请人变更过国籍的,需提交加入外国国籍证明.申请人曾具有中国国籍的，原内地居民还需提供原中国因私护照、国外定居证明（持因公护照加入外国籍的，需先办理退出中国国籍手续）；原台湾居民还需提供台湾注销户籍证明；原港澳居民还需提供不再具有港澳居民身份证明。必要时，国外出具的证明须提供中国驻外使（领）馆认证。
(5) If the applicant's name has changed, proof of the name change or proof that the two names belong to the same person must be provided in the original and two copies. If issued abroad, it must be certified by a Chinese embassy or consulate.
(5) 申请人姓名发生变更的，需提供更名证明或两个名字为同一人的证明原件及2份复印件，国外出具的，须经中国驻外使（领）馆认证。
(6) Foreign criminal record certificates, marriage certificates, birth certificates, kinship certificates, adoption certificates, name change certificates, and other relevant documents can be issued by the relevant national authorities and certified by a Chinese embassy or consulate in that country (if the relevant certificates are accompanied by an apostille issued by a contracting party to the Convention Abolishing the Requirement of Legalization for Foreign Public Documents (hereinafter referred to as the "Convention"), and the authenticity is verified, consular certification is exempted; for public documents from non-contracting parties or contracting parties not applicable to the Convention, the consular certification procedure still applies), or a certificate issued by the country's embassy or consulate in China can be submitted (not a personal statement).
(6) 国外出具的无犯罪记录证明、婚姻证明、出生证明、亲属关系证明、收养证明、更名证明等相关材料，可由有关国家主管部门出具并经中国驻该国使（领）馆认证（相关证明如附有《取消外国公文书认证要求的公约》（以下简称《公约》）缔约国签发的附加证明书，经核验属实的，免于领事认证；对非缔约国或者不适用《公约》的缔约方公文书，仍适用领事认证程序），也可以提交所属国驻华使（领）馆出具的证明（不可为本人声明）。
(7) Foreign-language documents must be translated into Chinese by a qualified translation company in China and stamped with the company's seal. A copy of the translation company's business license should also be provided.
(7) 外文证明材料需经国内有资质的翻译公司译成中文并加盖公司印章，另需提供该翻译公司营业执照复印件。
(8) If the applicant wishes to have their Chinese name printed on the Foreigner's Permanent Residence Identity Card, they should indicate "Need to print Chinese name on the card" in the "Other Matters to Be Explained" section of the application form.
(8) 申请人如需在《外国人永久居留身份证》上打印中文姓名，应在申请表上“其他需说明事项”栏目中写明“制证时需打印中文姓名”。
(9) When necessary, the entry-exit administration department of the public security organ may require an interview with the applicant or request additional supplementary documents. Except for force majeure reasons, failure to accept the interview or submit the documents within the agreed time will result in the cancellation of the application.
(9) 公安机关出入境管理机构认为必要时需要面谈申请人，或要求提交其它补充材料，除不可抗力原因外，未在约定时间内接受面谈或提交材料的，予以撤销申请。
