
Shenzhen has launched an online one-stop service to simplify property transactions for foreign residents and Hong Kong, Macao, and Taiwan buyers.

Shenzhen has introduced a new integrated service that streamlines housing transactions for residents of Hong Kong, Macao, Taiwan, and foreign nationals. The Shenzhen Housing Provident Fund Management Center, in partnership with the Qianhai Notary Office, has launched a joint “Contract Notarization + Filing” service that allows clients to complete two key procedures in a single visit. When completing notarization for a property transaction, buyers and sellers can now authorize the notary office to submit the filing application online on their behalf.
深圳市住房公积金管理中心与前海公证处合作,推出“合同公证 + 备案”联合服务,让客户一次性完成两项关键手续。在办理房产交易公证时,买卖双方现在可以授权公证处代为在线提交备案申请。
This cross-department collaboration removes long-standing procedural barriers and addresses the challenges non-mainland residents often face—namely multiple department visits and repetitive paperwork. Previously, both parties had to make two separate in-person visits. After entering contract information and completing eligibility checks on the Shenzhen Real Estate Information Platform, they would first go to a notary office for contract notarization. With the notarized contract in hand, along with several other paper documents, they then had to visit a Housing Provident Fund service window to submit the filing application.
这种跨部门合作消除了长期存在的程序障碍,解决了非内地居民经常面临的挑战,即多次往返不同部门以及繁琐的重复性文件提交。此前,双方需要分别进行两次现场办理。在深圳市房地产信息平台录入合同信息并通过资格审核后,他们需要先到公证处办理合同公证。拿着公证过的合同以及几份其他纸质文件,他们还需要前往住房公积金服务窗口提交备案申请。
The new system cuts this process in half. Now, when the parties notarize their contract at a notary office, they can directly authorize staff to initiate the online filing application. No physical documents are required, and no cross-department travel is needed. The result is a significantly streamlined workflow, with improved efficiency in public services and a markedly better experience for users. After the notary office submits the filing request, the Housing Provident Fund Center activates a fast-track review channel, adhering to its commitment of “same-day processing, immediate filing.” Once approved, both parties can download the filed contract directly from the Shenzhen Real Estate Information Platform and proceed with the remaining steps.

This launch builds on earlier reforms. Notary departments had already introduced a “Contract Notarization + Title Registration” service in collaboration with the property registration authority. With the addition of the new “Contract Notarization + Filing” service, three core steps—contract notarization, filing, and title registration—are now fully integrated, enabling one-stop processing for Hong Kong, Macao, Taiwan residents and foreign nationals engaged in property transactions. This marks a further enhancement of Shenzhen’s housing transaction service system.
此次服务的推出是在此前改革的基础上进一步深化。公证部门此前已与房产登记部门合作推出“合同公证 + 产权登记”服务。随着新的“合同公证 + 备案”服务的加入,合同公证、备案和产权登记这三个核心步骤现已完全整合,实现了港澳台居民和外国居民房产交易的一站式办理。这标志着深圳市房产交易服务体系的进一步完善。
According to an official from the Shenzhen Housing Provident Fund Management Center, the new workflow removes procedural obstacles for cross-border residents seeking to live and work in Shenzhen. It also reflects the city’s commitment to ensuring a stable and healthy real estate market and continuously improving its business environment. The service is currently being piloted at the Qianhai Notary Office and will gradually expand to notary institutions across the city, benefiting an even wider group of users.
